Chemical and Biological Weapons in the Arsenals of State and Non-State Actors
Chemical and biological weapons feature prominently in threat assessments. Norms, politics and law point to these weapons remaining ‘repugnant to the conscience’ of humankind. However, science, technology, and the changing nature of conflict might give these weapons new leases on life. While neither chemical nor biological weapons are likely to replace traditional, conventional weapons of choice, trends in science, technology, norms, and international politics suggest tactical and strategic employment of both weapons might become easier. So what does this mean for Canada? What should we expect, and how should we respond?
Dr. Jez Littlewood, is an Assistant Professor at Carleton University, in the Norman Paterson School of International Affairs, where he leads the Intelligence and National Security field of the MA Program. His teaching relates to arms control and proliferation, intelligence and national security, terrorism, and counterterrorism. Additionally his research interests embrace WMD proliferation and counter-proliferation. He currently serves on the Executive of the Canadian network for research on Terrorism, Security and Society (TSAS). Dr. Littlewood holds a First Class (Honours) degree from the Department of Peace Studies, University of Bradford (1995) and PhD from the University of Bradford (2001).
